Under the direction of the Regional Vice President of Property Management, the Regional Property Manager is responsible for leading employees and managing the operations of a portfolio of properties in various phases of development, construction and lease up.
Essential Functions Statement(s):
Effectively manage all communities to achieve financial and operational targetsProvide feedback on capital needs and other asset plan items; complete asset plan items as requiredMonitor employee performance; take action as necessary to improve portfolio or asset performanceComplete annual performance reviews and regularly communicate employee performance expectations and achievementSeek to build employees teams and provide motivation and direction as requiredManage all community wage, salary, bonus, incentive and commission issuesEnsure all NRP community procedures are being accomplished; monitor community performance at both the micro level (following procedures, practices) and macro level (occupancy, income, collections)Ensure integrity of application and file approval process at communitiesMonitor community financials; review variance reports; review financials with Community Managers regularlyWork with Community Managers to prepare annual budgets and property plansApprove community vendorsApprove community purchase orders and expendituresPerform regular community inspections (physical, operational, file review)Manage portfolio rents; propose adjustments as necessaryManage portfolio resident selection criteria; monitor and make adjustments as necessaryMonitor portfolio collections and collection procedures; ensure all collections activities are accomplishedManage portfolio vendors such as collections agencies, legal representation, etc.; monitor performance and make changes as appropriateRecruit, interview and hire community managers and maintenance managers; approve all community new hires; ensure new hire paperwork is processed and delivered to Human ResourcesSupport Community Managers as necessary on resident issues, supportive services issues, vendor issues, compliance approvals and other operational dutiesRegularly meet with community staff and ensure that weekly community meetings are heldCoordinate portfolio training, Marketing, Compliance, Accounting, IT and HR activitiesEnsure Regional Maintenance program is executed throughout portfolio; work with Maintenance Director and Regional VP to improve Maintenance program and executionPrepare and deliver Regional Portfolio reports as requiredInitiate new programs, procedures or practices in portfolio as directedRepresent portfolio in Apartment Association, to local PHA’s, state agencies, etc. as requiredCoordinate pre-lease set up of new communities; hire and train staffCoordinate, manage and monitor community audits by Syndicators, state agencies, etc.Participate in senior level management meetings as required; participate in regional team meetings as requiredAct as portfolio representative to coordinate activities and resolve issues with portfolio Construction and Development representatives
Key Deliverables/Objectives
Achieve best possible financial success from the portfolio within the guidelines set by Regional Vice President, Vice President and PartnersSeek to maximize income and minimize expenses; ensure Community Managers are actively operating communities at or above budgeted income and at or below budgeted expensesMaintain aggressive staffing levels while achieving the financial goals for each communityDeliver accurate and timely regional reportsEnsure every new employee completes the NET within 30 days of employmentEnsure all re-certifications are currentAchieve 96% occupancy and 96% portfolio rent collections with minimal approved write-offsMaximize credit delivery on new project lease ups; complete all lease-ups in 12 months or lessQualify all units prior to the qualification deadlinePerform a thorough community inspection on each community at least twice per calendar yearPerform other duties as requiredSKILLS & ABILITIES
Education: Bachelor’s degree highly preferred
Experience: 5+ years of experience in property management with recent experience in a Regional Property Manager or Director role; strong experience with market-rate communities; working knowledge of applicable Landlord Tenant Laws, Fair Housing Regulations, IRS Section 42 - LIHTC Program and other laws as they relate to property specific guidelines and occupancy standards
Technical Skills: Strong computer skills, especially in the Microsoft Office Suite; knowledge of YARDI software
