Join The NRP Group as a Senior Regional Property Manager! This position will oversee the LIHTC portfolios in Dallas/Fort Worth and San Antonio.

Under the direction of the Regional Vice President (RVP) of Property Management, the Senior Regional Property Manager (SRPM) is responsible for leading employees and managing the operations of a portfolio of properties in various phases of development, construction and lease-up.

Essential Functions Statement(s):
• Effectively manage all communities to achieve financial and operational targets through a combination of direct community oversight and Regional Property Manager (RPM) oversight
• Provide feedback on capital needs and other asset plan items; complete asset plan items as required
• Ensure all NRP community procedures are being accomplished; monitor community performance at both the micro level (following procedures, practices) and macro level (occupancy, income, collections)
• Ensure integrity of application and file approval process at communities
• Monitor community financials; review variance reports; review financials with Community Managers (CMs) and RPMs regularly
• Work with CMs and RPMs to prepare annual budgets and property plans; submit budget narratives to the RVP prior to the pre-determined budget review due date
• Perform regular community inspections (physical, operational, file); review, track and create follow up actions items for RPMs to ensure every property is operating in line with NRP policies and procedures
• Visit each property in the assigned portfolio a minimum of once per year; properties with direct oversight by the SRPM must be visited more frequently on an as needed basis ; evaluate property performance and identify opportunities to improve
• Manage portfolio rents; propose adjustments as necessary; monitor Total Revenue performance on a monthly basis to make sure budgeted expectations are met and that each property is maximizing their revenue potential
• Manage portfolio resident selection criteria; monitor and make adjustments as necessary
• Monitor portfolio collections and collection procedures; ensure all collections activities are accomplished; complete monthly collection calls with RPMs and CMs for all sites falling below 96% collections
• Support CMs as necessary on resident issues, supportive services issues, vendor issues, compliance approvals and other operational duties
• Ensure Regional Maintenance program is executed throughout portfolio; work with Maintenance Director and RVP to improve Maintenance program and execution
• Prepare and deliver Regional Portfolio reports as required
• Coordinate pre-lease set up of new communities; oversee the hiring and training of staff
• Submit formal property enhancement and value creating recommendations to the RVP and ownership in an effort to continuously improve the financial performance and value of each and every asset
• Coordinate, manage and monitor community audits by Syndicators, state agencies, etc.
• Oversee the recruiting, interviewing and hiring of community managers and maintenance supervisors; approve all community new hires; ensure new hire paperwork is processed and delivered to Human Resources
• Build employee teams; provide motivation and direction as required
• Monitor employee performance; take action as necessary to improve portfolio or asset performance
• Complete annual performance reviews and regularly communicate employee performance expectations and achievement

• Manage all community wage, salary, bonus, incentive and commission issues
• Perform RPM responsibilities for any properties directly reporting to SRPM through assignment or an RPM open position

• Approve community purchase orders and expenditures per NRP policy
• Manage portfolio vendors such as collections agencies, legal representation, etc.; monitor performance and make changes as appropriate
• Coordinate portfolio training, Marketing, Compliance, Accounting, IT and HR activities
• Initiate new programs, procedures or practices in portfolio as directed
• Represent portfolio in Apartment Association, to local PHAs, state agencies, etc. as required
• Participate in senior level management meetings as required; participate in regional team meetings as required
• Act as portfolio representative to coordinate activities and resolve issues with portfolio Construction and Development representatives

SKILLS & ABILITIES

Education: Bachelor’s degree highly preferred

Experience: 5+ years of experience in property management with recent experience in a Regional Property Manager or Director role; strong experience with market-rate communities; working knowledge of applicable Landlord Tenant Laws, Fair Housing Regulations, IRS Section 42 - LIHTC Program and other laws as they relate to property specific guidelines and occupancy standards

Technical Skills: Strong computer skills, especially in the Microsoft Office Suite; knowledge of YARDI software
